FUNERAL GRANT · THE FILE

Romanian funeral grant file: what documents you need

The funeral grant file consists of the standard application form and the supporting documents that prove entitlement — the death certificate, your ID, proof of relationship, and proof of the funeral costs. For an employed deceased person, add an employer certificate confirming insured status. With a complete file submitted to the territorial pension house, payment comes within 3 business days. This guide lists every document, explains what must be an original and what can be a copy, and tells you what to do if something is missing.

The death certificate

The death certificate is the cornerstone of the file. Bring both original and copy; the original is checked at the counter and returned, the copy stays on file.

If you have lost it, a duplicate can be issued by the Civil Status office (starea civilă). See the guide on obtaining the death certificate.

Your ID and relationship documents

Present your own ID in original and copy. Add documents proving your relationship or status — birth certificate, marriage certificate, as applicable.

Kinship does not determine entitlement, but the relationship documents help establish your position in the file.

Proof of funeral costs

Funeral costs are proved by invoice and receipt, in original. Under certain conditions the statutory declaration included in the application form may stand in place of those documents.

Keep every payment document from the funeral — they are useful for the file.

Employer certificate

If the deceased was an employee, add an employer certificate confirming insured status at the date of death.

For pensioners, insured status is verified directly by the pension house, so no employer certificate is needed.

Original or copy

Some documents must be presented in original and copy — the death certificate and your ID. Originals are checked at the counter and returned; copies stay on file.

Bring both for every key document so you can do it in a single trip.

If a document is missing

An incomplete file cannot be registered. Some documents can be replaced — a duplicate death certificate, a new employer certificate.

We tell you exactly what is missing and how to obtain it so the file is complete from the first visit.

How we help

We assemble the complete file — form and documents — check nothing is missing, and submit it at the pension house so payment arrives quickly.

FREQUENT QUESTIONS

What families ask most often

  • What documents do I need for the funeral grant file?

Standard application form (Annex 11), death certificate, your ID, proof of relationship, proof of funeral costs and, for employed deceased persons, the employer certificate.

  • Does the death certificate have to be an original?

Yes, original and copy. The original is checked at the counter and returned; the copy stays on file.

  • What proves the funeral costs?

Invoice and receipt, in original. Under certain conditions the statutory declaration in the application form may stand in place of those.

  • When is the employer certificate needed?

When the deceased was an employee — it confirms insured status. For pensioners the pension house verifies status directly, so no employer certificate is needed.

  • Which documents are required as copies?

Relationship documents are normally presented as copies. The death certificate and your ID are presented in original and copy.

  • What if I have lost the death certificate?

A duplicate can be issued by the Civil Status office that issued the original. Add it to the file once obtained.

  • Can an incomplete file be submitted?

No. An incomplete file cannot be registered. Bring all required documents to avoid a second trip.

  • Who assembles the file?

The claimant, alone or with help from the funeral home. We can assemble the complete file and submit it on your behalf.

  • How many copies of each document do I need?

One copy for the file. Bring originals for verification and one copy of each document that stays on file.

  • What does the employer certificate contain?

It confirms that the deceased was employed and insured at the date of death. It is issued by the employer at the family's request.

  • Is the file the same for pensioners and employees?

Largely yes. The main difference: for employees add the employer certificate; for pensioners it is not needed.

  • Where do I submit the file?

At the territorial pension house that covered the deceased, based on their registered address. See the guide on the pension house.

  • How long does payment take with a complete file?

Within 3 business days of submission, by cash or bank transfer. A complete file avoids delays.

  • What documents do I need for an uninsured family member?

The file also includes documents proving dependency and family-member status. The amount is half — 4,596 RON in 2026.

  • Can I file later, after the funeral?

Yes. The right to claim runs for 3 years from the date on the death certificate. The file can be assembled and filed after the funeral.

  • Who can submit the file?

The person who bore the funeral costs, or an authorised representative. The funeral home can help you assemble and submit it.

  • Is the file different for cremation?

No. The documents are the same regardless of whether you choose burial or cremation. What matters is proof of funeral costs, not the type of ceremony.

  • What if the employer does not issue the certificate?

The employer is legally required to issue a certificate confirming insured status. If they delay, the pension house can sometimes verify status directly.

  • Does the medical death certificate go in the file?

No. The funeral grant file requires the official death certificate issued by the Civil Status office (certificatul de deces), not the medical death certificate used to obtain it.

  • Does the file need a criminal record or other special documents?

No. The file consists of the standard documents — application form, death certificate, ID, relationship proof, proof of costs. No criminal record is required.

  • Can I use black-and-white copies?

Yes. Copies can be black and white. Originals are presented at the counter for verification and returned; copies stay on file.

  • How long does the counter check take?

A complete file is registered on the spot. From registration, payment comes within 3 business days.

  • What do I do with the originals after submission?

Originals are checked at the counter and returned to you. Copies stay on file. You leave with all your original documents.

  • What if the death certificate is from another country?

A death abroad must first be registered with the Romanian Civil Status office. See the guide on death abroad.

  • Are translations needed?

For documents issued abroad, yes — a certified translation and, where required, an apostille. For Romanian documents no translation is needed.

  • On average, how many documents does a complete file contain?

Usually five to seven — application form, death certificate, your ID, proof of relationship, proof of funeral costs and, for employed deceased persons, the employer certificate.
