In brief: the adeverința de înhumare sau incinerare (burial or cremation permit) is the document that authorises the burial or cremation of a deceased person. What the adeverința de înhumare is

The adeverința de înhumare sau incinerare is the official document that authorises the burial or cremation of a deceased person. Without it, the cemetery or crematorium cannot accept the deceased.

It is a separate document from the civil death certificate. The death certificate proves the death; the adeverința grants the right to bury or cremate.

Who issues it

The permit is issued by the civil registrar at the Local Community Public Service for Record of Persons (Serviciul Public Comunitar Local de Evidență a Persoanelor) or at the town hall of the locality where the death was registered.

It is issued after the death record has been drawn up, at the written request of the declarant — usually a family member or the authorised funeral home.

What it is used for

The permit is handed to the cemetery administration at burial, or to the crematorium administration at cremation. On the basis of it, the deceased can be buried or cremated.

Without the adeverința, the administration cannot carry out the burial or cremation. It is the key document for this final step.

One copy only — not reusable

The permit is issued as a single copy and is valid for a single burial or cremation only. It is retained by the cemetery or crematorium administration.

For this reason, the adeverința cannot be used twice and cannot be reused for another case.

Documents needed to obtain it

The civil registry requires the same documents as for declaring the death:

  • The certificatul medical constatator al decesului (medical death certificate)
  • The deceased's identity document
  • The identity document of the person declaring the death
  • The written request for issuance of the permit

When additional clearances are needed

In certain situations, a clearance from the Direcția de Sănătate Publică (DSP / Public Health Directorate) is also required — for example when transporting the deceased between localities or when the cause of death requires sanitary measures.

The adeverința when the death has not yet been registered

When the death has not yet been registered or the civil death certificate has not been issued, the adeverința de înhumare sau incinerare can only be issued with the approval of the prosecutor's office (parchet).

This situation arises most often for violent deaths or when a body is found, where the forensic institute and the prosecutor's office are involved first.

Burial or cremation

The same permit covers both burial and cremation; the chosen option is noted on the document. For cremation, the written consent for cremation must be added.
