What is the Romanian death certificate?

The death certificate is the official civil-status document that confirms a death. Without it, the burial, cremation, probate, or survivor's pension cannot proceed.

It is issued by the Starea Civilă (Civil Registry) on the basis of the medical death certificate completed by a doctor. It is the first administrative step after a death.

How many days do you have to register the death?

The death record is drawn up at the Civil Registry of the locality where the death occurred, within 3 days from the date of death — not counting the day of death itself.

In cases of violent death — accident, suicide — or the discovery of a body, the 3-day clock starts from the date on the medical certificate, and registration must happen within 48 hours with the approval of the prosecutor's office (parchet).

Where do you register a death in Romania?

The death is registered at the Serviciul Public Comunitar Local de Evidență a Persoanelor (Local Public Community Service for Population Records) or at the mayor's office (primăria) of the locality where the death occurred.

For a death in hospital, registration is done at the Civil Registry in the hospital's jurisdiction. For a death at home, at the Civil Registry of the locality of residence.

What documents are needed to register a death?

To register the death, the Civil Registry requires the following documents in original:

  • Medical death certificate (certificatul medical constatator al decesului), completed by a doctor
  • Identity document of the deceased
  • Birth certificate and, where applicable, marriage certificate of the deceased
  • Identity document of the person declaring the death

What is the medical death certificate?

Before the civil death certificate comes the medical death certificate (certificatul medical constatator), completed by a doctor. In hospital it is issued by the on-call doctor; at home, by the family doctor or paramedics.
