Free burial plot: who qualifies and how to obtain one

In certain situations, a burial plot can be allocated free of charge or at reduced cost — for war veterans, for people without income or family, and for other social cases. These plots are limited and are granted by category, through an application to the cemetery administration or to the primărie (town hall). We explain who qualifies and direct you to the right institution so you do not have to navigate the system alone.

Who can receive a free burial plot?

A free burial plot is not a general entitlement — it is an exception for specific categories. The most common are war veterans, people without income or family, and social cases in the care of local authorities.

Availability differs from one cemetery to another and from one primărie (town hall) to another. The table below shows the main categories and where to apply.

War veterans

War veterans and their widows have, by law, a range of entitlements that may include the allocation of a burial plot. The procedure and required documents are handled by the local authority and the cemetery administration.

Details about veterans' funeral entitlements — including military honours and specific assistance — are on our dedicated page: funeral assistance for veterans.

People without income or family

When a deceased person has no income, assets, or family to arrange the funeral, responsibility falls to the local authority. The primărie (town hall) provides a dignified burial, including the burial plot.

A family with limited means but present may receive support through funeral assistance for uninsured persons. We explain what can be obtained in your specific situation.

What documents are required?

Documents vary depending on the category and the institution, but they typically include:

  • Identity document of the applicant and of the deceased
  • Death certificate
  • Documents proving entitlement (veteran's card, social-assessment report, etc.)
  • The standard application form of the town hall or cemetery

FREQUENT QUESTIONS

Answers to frequent questions

  • Can anyone get a free burial plot?

No. It is an exception for specific categories: war veterans, people without income or family, and social cases. Plots are limited and are granted on application, subject to each locality's rules.

  • Are veterans entitled to a free plot?

War veterans and their surviving spouses have, by law, a range of entitlements that may include the allocation of a burial plot. The procedure is handled by the local authority. Details are on our veterans' assistance page.

  • Who arranges the burial when the deceased has no family?

The local authority. When a person has no family, income, or assets, the primărie (town hall) provides a dignified funeral — including the burial plot — acting ex officio.

  • What documents are needed for a free plot?

As a rule: identity document, death certificate, documents proving entitlement (veteran's card, social-assessment report), and the standard application form. The exact list is set by the granting institution.

  • Where do I apply for a free burial plot?

At the cemetery administration or at the primărie (town hall), depending on the category. For veterans, usually the local authority; for social cases, the town hall's social services department.

  • If I am not entitled to a free plot, what options do I have?

We show you the affordable options for obtaining a plot and what can be covered by funeral assistance. Many families manage to cover a large portion of the cost through this support.

  • Is a free plot different from an ordinary one?

It is still a concession plot, allocated on the basis of a qualifying category. It remains a dignified resting place that can be cared for and, if desired, have a monument erected — just like any other.
